2003 09 Beach Access Report - Lands and Survey Department - Annotated
The Beach Access - "A Way Forward" Report was prepared in September 2003 by the Lands and Survey Department subsequent to the Concerned Citizens Group submitting in 2001 over five hundred (500) affidavits from persons claiming for registration various of Rights of Way pursuant to provisions in the Prescription Law.
The report was kept secret by government until it was released by an FOI request in 2011 during the Concerned Citizens Group legal battle with Dart and Government to save the West Bay Road.
At the time of the report, contrary to legal advise to government from the Solicitor General and without giving any reasons, government proposed to register the Rights of Way under the Roads Law instead of the Prescription Law as claimed by those persons submitting the affidavits.

RPCU working with North Side MLA, the Community Development Officer, and volunteers, to establish beach accesses.
Prospect Point Beach Accesses have been identified.
Planning Department Enforcement Section has joined hands with RPCU and Community Volunteer Groups to review all outstanding beach accesses and clear them for public use on a month to month basis.
2015 06 Performance Audit Report from the Office of the Auditor General - "National Land Development and Government Real Property" June 2015, the report stated:
The NRA Agreement, Note: the so called “For Cayman Alliance” with Dart’s organization, "were negotiated outside of normal planning process in secret by Ministers with no public disclosure until after the Government had committed to them.”

Beach Access Report

2003 a report on Beach Access (see above
) was prepared by the Chief Surveyor to record existing beach access points in West Bay and North Side only.
In 2016 and 2017 an updated and expanded report was prepared by the Lands and Survey Department to include the rest of Grand Cayman, Cayman Brac and Little Cayman, recording all existing beach accesses (registered public and private rights-of-way, and unregistered paths).
In November 2017 the report was revised to include comments on blocked access & missing signage, and improved location maps were adopted. The results are displayed as a comprehensive factual Report using sectional coastline maps, photographs, aerial images and text on a District basis. All comments are based upon the date of inspection, between October 2016 and December 2017.
Where accesses are described as partially blocked, this was at the date of inspection and may be due to vegetation, utility box, walls or other physical obstructions. The nature of an obstruction is stated in the Comments column of the summary spreadsheets.
Public rights of way are defined as registered and are recorded on the Registry Map and in this Report, as a line of red crosses (and in rare instances by red dots). These do not include public roads, which are part of the public road network. A survey of the status of public road beach accesses is outside the scope of this Report.
Private rights of way are defined as registered and are recorded on the Registry Map, and in this Report, as a line of red dots.
Unregistered paths are illustrated by green lines in this Report. These accesses are not recorded on the Registry Map.
